Gail Gomez approached the microphone in Amazon delivery gear with a handful of papers. They were proof, she told the Hoboken City Council, that her small business had racked up $51,000 in tickets in the city last year, and as of March 20 had already accumulated another $21,000.

“I’m bleeding,” Gomez said. “We can’t hire. We can’t do much more than that.”
